Chapter One: Introduction
1.1 Background of the Study
The right to health is a fundamental human right enshrined in the Nigerian Constitution, which guarantees the provision of healthcare to all citizens (Okeke & Ibe, 2024). However, the reality in Sokoto South LGA, Sokoto State, reflects significant gaps in the enforcement of this right, with many communities lacking access to essential health services (Aliyu & Idris, 2023). This study aims to assess the extent to which constitutional provisions on the right to health are being implemented in Sokoto South and explore the challenges that hinder effective healthcare delivery.
1.2 Statement of the Problem
Despite the constitutional guarantee of the right to health, Sokoto South LGA faces challenges related to inadequate healthcare infrastructure, low access to health services, and poor enforcement of health policies (Bashir & Bello, 2023). This study will investigate the gap between the constitutional right to health and its practical realization in Sokoto South.
1.3 Objectives of the Study
To assess the effectiveness of constitutional provisions for the right to health in Sokoto South LGA.
To identify the challenges hindering access to healthcare in Sokoto South LGA.
To recommend strategies for improving the enforcement of the right to health in Sokoto South LGA.
1.4 Research Questions
How effectively are constitutional provisions for the right to health implemented in Sokoto South LGA?
What factors contribute to the inadequate enforcement of the right to health in Sokoto South LGA?
What measures can be adopted to improve healthcare delivery and enforce the right to health in Sokoto South LGA?
1.5 Research Hypothesis
H₁: The constitutional right to health is not effectively implemented in Sokoto South LGA, leading to poor healthcare outcomes.
H₂: Insufficient healthcare infrastructure and funding are the primary factors inhibiting the enforcement of the right to health in Sokoto South LGA.
H₃: Strengthening healthcare systems and improving funding will significantly improve the enforcement of the right to health in Sokoto South LGA.
1.6 Significance of the Study
This study will provide valuable insights into the challenges facing the enforcement of the right to health in Sokoto South LGA. The findings will contribute to the development of strategies to improve healthcare delivery and strengthen the enforcement of constitutional health rights.
1.7 Scope and Limitations of the Study
The study will focus on Sokoto South LGA and evaluate the implementation of constitutional provisions related to the right to health. Limitations include the difficulty in accessing comprehensive health data and potential bias in responses from local health authorities.
